The code in PortDroid is scanning for two types of WPA3 networks, so this is either a restriction in the current Google/Android APIs for not allowing a newer WPA3 type that I'm unaware of or possibly a bug in the WiFi firmware/software for your device. I will have a look to see if I can set up a WPA3 network here and see how it displays, Thanks!
